Funding Through the Portofino Island Improvement Fund
The financial backbone for these ambitious projects will come from the Portofino Island Improvement Fund. Established in the early 2000s when developers first proposed the luxury condominium project on the eastern end of the beach, this fund generates approximately $250,000 annually. The fund is specifically earmarked for public projects that enhance the conditions on the barrier island, with expenditures requiring approval from the Santa Rosa Island Authority and the developers involved.
Historically, the fund has facilitated various improvements, including the introduction of three open-air trolleys that currently serve the beach, the planting of palm trees along Fort Pickens Road and Via de Luna, and enhancements to roadways and crosswalks in front of the Portofino Island Resort. These projects have contributed significantly to the overall charm and functionality of the beach area.
The Need for Larger Transportation Options
Rinke’s proposal for double-decker buses stems from the overwhelming popularity of the existing open-air trolleys. On peak summer days, these trolleys can accommodate up to 1,000 riders, often reaching standing-room capacity. Rinke envisions that larger buses will not only meet the growing demand but also provide a unique and enjoyable experience for visitors. The double-decker buses, priced at approximately $380,000 each, would come equipped with modern amenities such as wheelchair lifts, flat-screen televisions, bike racks, and special coatings to resist salt corrosion.
